Synopsis
Bugs heckles Elmer, who is a railroad surveyor disturbing his peace, in a variety of oddball ways. Ultimately, the railroad is literally blown (by a stick of dynamite) into place anyways; Bugs, noting that unnecessary travel is not allowed "these days" (WWII), jumps off of the train that speeds by on it, walking along the railroad tracks by foot.
