From Jack Summer :

I used to be a very uncareful driver. One time, I had car trouble at night and didn't have an emergency flare. Watching this cartoon really taught me the importance of being prepared when you go somewhere. Thank you Mr. Disney.

From Paul Mular :

Freewayphobia as well as Goofy's Freeway Troubles is available in the U.S. on DVD from Disney Educational Productions on one DVD.

They will sell to individuals, you do not have to be a school to buy it.

There was also a commercial VHS release in the U.S. as a part of the Wonderful World of Disney home video series. This version edited the two shorts together, removing original titles and the duplicate introduction of the freeway system.

While these shorts are educational, they are also entertaining. Much more entertaining than most educational Disney shorts. But since the intent was education first, they are not the belly-busters that Goofy's "How To.." series was. You will recognize many bad drivers you have encountered when you see Goofy drive. But if you recognize yourself, you are in trouble!
