From PatrickRsGhost :

When the fox is dressed in the zoot suit and addresses Foghorn, it's an impersonation of Sheldon Leonard Bershad, an actor often cast as a gangster or "heavy" in several films. He is most well known for playing a racetrack tout on "The Jack Benny Program", both radio and television. He would often address Benny with "Hey, Bud. C'mere a minute." then try to convince Benny to bet on some racehorse with bad odds.
