Looks to be a regional version of one of the Bugs Bunny's Learning Adventures  videos. From what little information I can gleam, they're educational direct-to-video kids' documentaries on animals.

I borrowed 2/3 of the series at the library. It just has animal footage and re-dubbed clips of Looney Tunes related to the topic. I'm pretty sure there was no new animation used.

I know for sure the Bugs animation's from a Friz Freleng short (specifically one from the early '50s), but don't know which one, either.
