considering the time this was made wouldnt this be an issue dating back to when they made the original transfers for tape. this happened in a number of shows throughout the 90s
Episodes 1-75 of DuckTales were DVNR-ed when they were released to DVD in 2005-2007. That's why all modern-day releases of those episodes look so terrible. (The final 25 episodes don't have this problem, because they were only released to DVD through the Disney Movie Club in 2018.)

The irony is that this was probably done because DuckTales is the most famous of Disney's older TV cartoons, so someone decided it would be best to "clean up" the picture when launching the show on DVD. Then that's probably it; they're using upscales of the DVD transfers.
