Here's what I have so far for classic animated shorts that are explicitly about Halloween. I'm not talking spooky and macabre, just shorts, not TV specials, that are about Halloween and contain Halloween imagery:

Switches Witches (Felix the Cat) 1927
Halloween (Toby the Pup) 1931
Hallowe'en Party (Betty Boop) 1933
The Witch's Cat (Mighty Mouse) 1948
The Headless Horseman 1949
To Boo or Not to Boo (Casper) 1951
Trick or Treat (Donald Duck) 1952
Fright To The Finish (Popeye) 1954
Broom-Stick Bunny (Bugs and Witch Hazel) 1956
A-Haunting We Will Go (Daffy and Witch Hazel) 1966

I've seen pieces of it, but I was unclear if the whole thing is one continuous cartoon, or if it contains multiple shorts with interstitials. Or is it both?

Sounds like I did pretty good with this list. There are a ton of great shorts that are good for the season, but this is very specific. It's interesting how little Halloween is addressed, when you get right down to it.

The 1965 Porky and Daffy cartoon "Corn on the Cop" (also Porky's final theatrical short appearance in new animation) takes place on Halloween night. Granny keeps thinking cops Daffy and Porky are actually just dressed up as police officers for Halloween, while they are trying to catch a bad guy dressed like an old lady.

First of all, please don't bump old threads unless you have something useful to add.

Second, if you are wondering where to find a particular cartoon, please be as specific as possible. Googling "Pink Panther Halloween" leads to several shorts with similar themes, a lot of which are available on YouTube for free.
