Cartoons R Fun is my biggest guess, since nearly all of the cartoons on the tapes had that end title, here's a typical sleeve cover:

I think I recall hearing somewhere it originally came from a Betty Boop cartoon...

It is from one of the redrawn colorized Betty Boops, but I don't remember specifically which one. It's one that was on one of the Republic tapes. I remember stumbling across it and thinking, "so that's where that came from!"

A similar varaint of it shows up on the redrawn Krazy Kats apparently (search Lone Mountie on youtube)

EDIT: quick check, the end title on the redrawn "Lyin Hunter" up on YouTube looks closer actually

Update: That particular end title comes from the redrawn colorized Betty Boop cartoon "Mother Goose Land." It appears that way on a Republic Pictures VHS tape, so that indicates to me that it belongs there and was not added by some public domain distributor.

Now...where Fred Ladd copied it from, that is another question altogether!

(One other thing: I noticed the screen shot pictured earlier in this thread has a blue background; as seen at the end of the redrawn "Mother Goose Land," the background is red. Either some public domain pirate created multiple versions with different color designs, or it appeared on more than one of the redrawn Betty Boops in different color variations.) (Who did the redrawn Krazy Kats? Same company?)

I was gonna ask once where did this end title did originate from 🖐

At first I thought it was created and drawn specifically for the "Cartoons R Fun" tapes, but now that you showed the source I am very amazed and thankful. Maybe they used the same title card and made different colorizations to use on other shorts, since I don't think the one who made these tapes was that eager to just look on more cartoons (he may have a brain as cheap as these old PD prints =p~ )

Actually, this shows where that end card really came from:
