This site mentions that a damaged nitrate fragment exists of this lost Oswald cartoon. I wondered if anyone here knew about this and perhaps knows a little more?

The link includes an image of the title card, but it's in terrible shape – you can barely make four letters of the cartoon's actual title. The article doesn't give a source for the info or provide much other information at all. I wonder how long the fragment is and where it was found?

This doesn't seem real to me. The font type on the title card itself -- for HAREM SCAREM -- is too artificial.

Ha, I saw this a long time ago on Facebook. That is definitely a fake, just compare it to other Oswald title cards, they're typically all in capitals. This one isn't.

Sorry I brought this up – with a little thought and close inspection it's obvious! No wonder I couldn't find any info about the source of the image (should've been another clue).

yeah

It sucks that shorts like these are lost. But then again, Disney's verse of [ozzie] haven't been seen on TV for years since they were in black & white, and also because Disney lost the rights to the character at the time when Walt was going back to California.
