I'm not that big of a fan of Taz, but I heard his spinning sound in some pre-48 cartoons.

I'd say the much older, 1936 cartoon Boulevardier from the Bronx, where the boastful rooster keeps winding up to throw a baseball.

Even in the DePatie-Freleng cartoons, the Taz-spinning sound FX was very used frequently.

It was also heard at the very end of "Plane Dippy" after Porky crashes the plane and runs to the military office to become a soldier.
