There's an episode of Fangface that's in a snowy setting. But in addition to my not having watched it since its original broadcast, Fangface didn't have onscreen title cards.

The "M*U*S*H" segments of Filmation's Uncle Croc's Block were set in the frozen Canadian North.

Of course many (but not all) Chilly Willy cartoons were in an Arctic setting.

And I would assume that EVERY Klondike Kat segment of The Underdog Show was set in the Klondike.
